Lilliane Agwang – Emilu

Head/Director Programs & Strategy

Lilliane Agwang Emilu is a Social Impact leader in organizational development, dedicated to building support systems that are safe, accessible, and human-centered. As Head of Programs & Strategy at SAFE Voices International, she oversees the design and continuous evolution of initiatives that protect the dignity and amplify the voices of the communities they serve.
With over seven years of leadership experience, Lilliane integrates governance, human rights, and people-systems thinking to shape programs that are not only effective but are safe, accessible and human centered. Her HR‑aligned strengths—organizational culture development, leadership support, team wellbeing, and safeguarding—ensure that internal systems reflect the same empathy, integrity, and confidentiality SAFE Voices International extends to the communities it serves.

Lilliane brings a people‑centered approach to strategic leadership, ensuring that programs strengthen relational wellbeing, enhance institutional resilience, and foster environments where empathy and accountability guide every interaction. Her work supports the organization’s commitment to creating safe spaces where individuals and communities feel valued, empowered, and heard.
She holds a Bachelors degree in Social Sciences and a Post Graduate Diploma in Human Resource a diploma in Mental Health and currently pursuing a Bachelor of Laws (LLB) at Cavendish University Uganda, Lilliane integrates rights-based frameworks and institutional accountability into her leadership. Her work remains grounded in a balance of empathy and structure, consistently elevating the standards of care across all SAFE Voices International programs.
